This book has grown out of the realization that the methods and information needed to analyze and evaluate government financial. first discovered in 1974 as consultants for the Syracuse Police Benevolnt Association and Syrauce Firefighters Association in a wage arbitration hearing. Public finance texts of the day, which described and evaluated methods of raising and spending money in government, stressed efficiency and equity but said very little about the resulting impacts on financial condition. during 1970s, progress was made improving the equality and availability of information about governments finances. as the book evolved, we used various chapters in our classes and applied the techniques to a wide variety of the governmental organization.
